The range is wide because public owners build a wide range of things. County administration buildings, emergency operations centres, fire stations, courthouses and courthouse restorations, community centres, libraries, interstate rest areas for FDOT, park and conservation facilities, and agency buildings for the Florida Department of Agriculture and Consumer Services.
What connects them is the procurement environment rather than the building type. Public money brings public process, and a contractor working here has to be as comfortable with the documentation as with the construction.
Building for a public owner
Public projects are reviewed, sometimes years after completion. The record of how a budget was set, how alternatives were evaluated and how change orders were justified is part of the deliverable, not an afterthought. We build that trail as the work proceeds.
Boards and commissions meet on a schedule and approve figures in public. That places a premium on cost certainty early, which is why construction management at-risk with a guaranteed maximum price is common on this work.
Much of it is critical infrastructure. The Dixie County Emergency Operations Center is an insulated concrete formed structure rated to 160 MPH winds with three emergency vehicle bays. The Lafayette County clocktower restoration was rebuilt to State of Florida historic preservation standards. Neither tolerates an approximate approach.
